I am facing this same problem with 4.13.0-41-generic as well as
4.13.0-43-generic. When I boot in either of those kernels, I first get a
black screen with a dialog box saying: "The system is running in low-
graphics mode - your screen, graphics card, and input device settings
could not be detected correctly. You will need to configure these
yourself."

When I click OK, it gives another dialog box where I choose "Try running
with default graphical mode". Then Ubuntu Desktop boots properly, but
the network (wireless) symbol is there but empty. No network connection.

I tried disabling Networking or Wi-fi, and enabling them again, but
nothing changes.

I have attached the output of the apport-collect 1770108 run on a
terminal. I ran the command on the 4.13.0-43-generic kernel first, and
then rebooted into 4.13.0-39-generic kernel and ran it again. In the
4.13.0-43-generic kernel, it does not do much but print errors to
std_error since it cannot connect to the Internet. It works in the
4.13.0-39-generic kernel and opens the launchpad webpage.
