Public bug reported:
qemu-efi-aarch64 (or qemu-efi rather) is not installed by default when
installing qemu-kvm in aarch64.
Since arm64 VM's that PXE boot need the files inside qemu-efi-aarch64 to
EFI boot, these should be installed by default.
