Not 100% sure if this is exactly related to the RTL issue although it does seem from the posts that other drivers are affected.
I am on an iMac late 2006 with sky2 module and I have also noticed similar issue appear since 4.15.0-24-generic whereas before ethernet worked rock solid on resume from suspend.
