Please sync xalan 1.11-8 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * No-change rebuild for libxerces soname change.
  * No-change rebuild for libxerces soname change.
  * Revert PIE changes for the latest dpkg.
  * Revert PIE changes for the latest dpkg.
  * Disable PIE during build for now to enable linkage in the correct
    way.
  * Disable PIE during build for now to enable linkage in the correct
    way.

With the PIE changes reverted again, the delta is effectively empty.

Changelog entries since current cosmic version 1.11-6ubuntu3:

xalan (1.11-8) unstable; urgency=medium

  * Move examples back to -doc package, fixing an unintented change
    in the previous package.
