I have the same problem. Ther was not a problem with Linux Mint 19 Tara
(Ubuntu 18.04) and kernel 4.13. Most posts here seem to be associated
with Realtek eternet controllers, mine is an Intel I218-LM.
Since kernel 4.15 updates (now automatic on Linux Mint 19) problem
occurs. With latest 4.15.0.29-generic, it occurs on every wakeup and on
wake from sleep.
Tail of demsg output after wakeup from suspend, and network does not
start:

At this point, I unplug the ethernet cable from the laptop, wait 2 seconds, and
re-plug, and this line immediately follows:
