I am new to Linux, I had the same problem on Linux Mint 19 Tara Kernel 4.15.0-29 with the driver r8169, wired network unplugged after resume from suspend. I tried various solutions posted here but none worked. I then reverted to Kernel 4.13.0-45 and the network is now connected after resume.
