It seems this is what would be needed : a rebuild of debian-installer.
I rebuild it based on xenial,xenial-updates, xenial-proposed :
$ grep udev build/dest/udeb.list
libudev1-udeb 229-4ubuntu21.3 ppc64el
udev-udeb 229-4ubuntu21.3 ppc64el

Now, maybe the final verification should be done with Canonical-produced
binaries.
