Public bug reported:

1) new install, ubuntu 16.04, (single / partition (ext4?) + swap partition)
2) upgrade to bionic/18.04
3) upgrade to cosmic/18.10
4) upgrade grub2 via aptitude to most recent version
5) update asks if I wish to chain load, I select yes
6) update asks if I wish to install maintainer's version of grub.lst or 
menu.lst or something.  I choose the maintainer's version
