It is not a real bug. This problem is due to the system upgrade from
16.04 to 18.04. In a new installation of ubuntu 18.04 or derivates, the
problem there isn't! I not tested it, but I think that if you want
upgrade the system from 16.04 you must early uninstall gimp completely
and after the upgrade you can install it without problems.
