I think that you may be referring to locking the package in synaptic but upgrading via the terminal command apt or apt-get. Or may be via the Software Updater? If that is the case then this is a duplicate of bug 1766161. If that is not the case then I cannot reproduce the issue myself in Ubuntu 18.04.
