Your issue sounds rather odd, as the package should be available in 18.04 (https://bugs.launchpad.net/ubuntu/+source/virt- manager/1:1.5.1-0ubuntu1). Could you please try to run `sudo apt update` to refresh your package list? If the problem persists, please add the full error message you get and the output of `apt policy virt- manager`. Also, since virt-manager is in the universe repository, could you check if this is enabled on your system? The easiest way to check this would be to run `software-properties-gtk` and see if universe has a checkbox.
