I think it's insisting on libudev1=237-3ubuntu10, but if I try to force
3ubuntu10 it wants to uninstall a LOT of core utilities.

sudo apt install libudev1=237-3ubuntu10.3
Reading package lists... Done
Building dependency tree
Reading state information... Done
libudev1 is already the newest version (237-3ubuntu10.3).
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

sudo apt install libudev1=237-3ubuntu10
...
The following packages will be DOWNGRADED:
  libudev1
0 upgraded, 0 newly installed, 1 downgraded, 94 to remove and 0 not upgraded.
