I was unable to reproduce this issue on my 18.04 system. It might have
been a temporary one which can happen if your local package list or the
mirror you try to install from is slightly outdated. In this case, it
looks like you have libudev1 already installed, but when it tries to
find libudev-dev, it finds a slightly older version which doesn't match
up.
Could you please try to run `sudo apt update` to refresh your package
list? If the problem persists, please add the full error message you get
and the output of `apt policy libudev-dev`.
