Just to be clear, I've tried removing the following directories

rm -rf /usr/share/openstack-dashboard/
rm -rf /var/lib/openstack-dashboard/static/

followed by an apt-get install --reinstall openstack-dashboard python-
django-horizon

Leaving the dashboard uncustomized, I am still getting a blank create
container window.

Chrome developer console when loading '/project/containers/' shows:

Uncaught SyntaxError: Invalid or unexpected token for 95f4db675ac3.js:1
