I think this is due to a init script with an incomplete/wrong configuration.
Clamav is not directly related, just triggering to install its own service and
being blocked on that (already before) broken configuration.

I installed clamav, util-linux, plymouth, udev and citadel-webcit which would
be the versions in the archive delivering the service files that are shown in
your error above.
I did not find any webcit in your DPKG history, I wonder if your webcit might
be from an external source and it's config conflict with the rest of the system.
You'd need to resolve that configuration issue to get back to normal
installations again.
