Your low graphics mode is because the system is stuck in recovery mode
with the 'nomodeset' kernel option:
[ 0.000000] Command line: BOOT_IMAGE=/vmlinuz-4.15.0-36-generic
root=/dev/mapper/ubuntu--vg-root ro recovery nomodeset
To fix this, please reboot and tap Escape immediately as soon as you see
the first purple screen. Now navigate the menus and find the default
kernel option that is not recovery mode.
When done, please confirm the correct change has been made by running:
cat /proc/cmdline
** Package changed: xorg (Ubuntu) => xorg-server (Ubuntu)
** Changed in: xorg-server (Ubuntu)
