Very good to all, I understand that for the Ubuntu team, Shutter has no
solution for incompatibility of the dependencies with the new Gnome
canons. It is not a solution but for the moment I have been able to make
it run without any problem with this PPA, which also comes with support
for Ubuntu 18.10: sudo add-apt-repository ppa:ubuntuhandbook1/shutter.

The boy Panda Jim (whom I heartily thank for his good intentions) plans
to keep that PPA until Xorg allows it.
