Tested this, at first I didn't see the issue (I was too quick & knew
what I wanted), then when I paused to read menus, yes the panel
disappeared (if mouse is on menu & not over panel).  I did have this
issue when panel was in default (@ bottom), or moved to top of my
screen.

related to lxpanel?, openbox config? though I wonder if changing (to a
longer delay)

in ~/.config/openbox/lubuntu-rc.xml would help ... it's an untidy
workaround (slows all hides down), but may reduce issue...  I'll play
some..
