Same problem here.

I'm using
- system: Ubuntu Desktop 18.04 LTS 
- machine: Lenovo Thinkpad X1 Extreme (Nvidia GeForce GTX 1050 Ti graphic card)
- Thinkpad Thunderbold 3 docking station
- external monitor (display port from docking station)

I'm booting with the lid closed.

Directly after clean boot, Wifi is not available and I am not able to
shut down.

> systemctl list-jobs

outputs the following:

JOB UNIT TYPE STATE
2026 systemd-suspend.service start running
2027 suspend.target start waiting

After canceling both jobs, Wifi immediately starts working and I am able to 
shut down via
> shutdown -P now
