Fixed. I am using HP Probook 640 G4. Steps I've done was same which I did during Ubuntu 18.04 installation. BIOS-> Security-> Bios Sure Start: Uncheck: Boot Keys Protection, Enhance HP Firmware Runtime Intrusion Prevention.., Dynamic Runtime Scanning...
BIOS-> Security-> TPM Embedded Security: Uncheck: TMP State BIOS-> Advanced-> Secure Boot Configuration Uncheck: Enable MS UEFI CA key I don't know which one of these parameters is causing the problem, but one of these (most likely the latter) is blocking efi partition. After performing those steps I was able to perform upgrade without errors.
