The control socket should have been created in /var/run/gpsd.sock, like
I have it in this working cosmic install:
srw------- 1 root root 0 Mar 7 20:19 /var/run/gpsd.sock
Please show the output of these commands:
sudo systemctl cat gpsd.service
sudo systemctl cat gpsd.socket
sudo systemctl status gpsd.socket gpsd.service
sudo ls -la /var/run/gpsd*
