Thanks for filing this bug in Ubuntu.

This seems to be the error:
invoke-rc.d: initscript gpsd, action "start" failed.
● gpsd.service - GPS (Global Positioning System) Daemon
Loaded: loaded (/lib/systemd/system/gpsd.service; indirect; vendor preset:
enabled)

  Process: 10478 ExecStart=/usr/sbin/gpsd $GPSD_OPTIONS $DEVICES (code=exited,
status=1/FAILURE)

Mar 03 18:55:56 linux-PC systemd[1]: Starting GPS (Global Positioning System)
Daemon...
Mar 03 18:55:56 linux-PC gpsd[10478]: gpsd:ERROR: can't run with neither
control socket nor devices

The control socket should have been created in /var/run/gpsd.sock, like
I have it in this working cosmic install:

srw------- 1 root root 0 Mar 7 20:19 /var/run/gpsd.sock

Please show the output of these commands:

sudo systemctl cat gpsd.service
sudo systemctl cat gpsd.socket
sudo systemctl status gpsd.socket gpsd.service
sudo ls -la /var/run/gpsd*

Thanks
