I have the same problem 18.04.2 LTS, 4.15.0-46-generic #49
With something perhaps useful : I have grub for multi-boot, and only this one ubuntu OS installed -When the computer was on, with ubuntu or another system, a system restart leads me to grub, that leads me to ubuntu, and it is stuck. -At this point a command like ctrl+alt+del restarts the system, takes me back to grub, that leads to ubuntu, and it keeps hanging. When i perform a hard reset while it's stuck (computer button), grub leads me to ubuntu that boots instantaneously, no hanging. Repeated several times. So for the moment, hard reset is my workaround. I don't know how apport works so sorry not to feed the issue with one.
