Public bug reported:

Preseeded PXE install fails to install kernel package 'linux-generic'.
This happens with the preseed we have had in production for a long period of 
time, as well as with an example file found from here: 
https://help.ubuntu.com/lts/installation-guide/example-preseed.txt

This might be a debian-installer bug or a bug in package dependencies,
because the exact same preseed works just fine, if we override the
kernel image to 'linux-generic-hwe-16.04'.

The kernel and initrd used in the PXE are from the latest netboot.tar.gz
in here: http://archive.ubuntu.com/ubuntu/dists/xenial-updates/main
/installer-amd64/current/images/netboot/netboot.tar.gz
