It was from the unofficial "official" Ubuntu Nvidia driver PPA. I
remember issues with resuming from suspend was a noted problem on
Nvidia's website at the time although I don't know if they were
referring to this bug specifically.

Fine. What about the hundred(thousands?) of other critical bugs with
open source software that Ubuntu could fix?

Which was marked as "fixed" because it was fixed in a newer Gnome
version. Presumably it's still an issue on 16.04. What the actual hell?
