Public bug reported:

This machine had 18.04 LTS. I upgraded to 18.10 and then to 19.04.

My 19.04 system still has the old 390 driver. I had to run `ubuntu-
drivers autoinstall` in order to force my system to get the newer 418
driver.

I would have expected my system to get updated to the latest nvidia
driver on a release upgrade.
