Ideally, when performing a release upgrade, we would have a mechanism in
place which does hardware detection, and sees if there is a new driver
series that might work for your GPU. Unfortunately, we have no such
thing, and we rely on transitional packages, only when it is safe to do
so.

In this case, the 418 series doesn't cover the same GPU series as the
390 legacy driver, and upgrading users blindly would lead to some users
being migrated to a driver series which doesn't support their GPU.
