I started a discussion about these certlint tests in 
mozilla.dev.security.policy:

Issues that require further discussion should be moved there, so that others 
may contribute to the discussion/decision, I will be able to refer people to 
the decisions later, and the results will benefit everyone who is now required 
to run these tests.

 Error
   BR certificates with organizationName must include either localityName or 
stateOrProvinceName
   BR certificates may not contain DirName type alternative names
