Public bug reported: To reporoduce:
* Ubuntu 18.04.1 LTS * using gnome, run a GUI program in a debugger * stop on a breakpoint when a dialog widget is open * after a while, the "[application] is not responding ... Force Quit / Wait" dialog opens When this happens, the "not responding" dialog is system modal and prevents mouse actions from being received by other applications. However, these other applications are top-level, and the "not responding" dialog is hidden.
