To reporoduce:
* Ubuntu 18.04.1 LTS
* using gnome, run a GUI program in a debugger
* stop on a breakpoint when a dialog widget is open
* after a while, the "[application] is not responding ... Force Quit / Wait"
dialog opens
When this happens, the "not responding" dialog is system modal and
prevents mouse actions from being received by other applications.
However, these other applications are top-level, and the "not
responding" dialog is hidden. It is not obvious what is happening and it
is normal to want to use the mouse with other applications.
a) if the "not responding" dialog is stealing mouse events from the
system, it should be top-level and force a user iteraction; or, if it
can be hidden below other windows, it should not steal mouse events
b) there should be a "wait forever" option for debugging purposes
