We got another report about this at
https://bugs.launchpad.net/ubuntu/+source/postgresql-11/+bug/1825501,
but I tried to reproduce it and couldn't. At the end of the release
upgrade, I had both postgresql versions 10 and 11 installed, and both
clusters were running.

Could you please attach your logs from /var/log/dist-upgrade and then
switch this bug status back to "new"?
