The bash completions file is installed improperly by default.  It is
currently installed as /usr/share/bash-
completion/completions/cargo.bashcomp.sh, but files in this directory
need to be named to match the command they complete.  So it should
either be installed as /usr/share/bash-completion/completions/cargo, or
as /usr/share/cargo/cargo.bashcomp.sh then symlinked to /usr/share/bash-
completion/completions/cargo
