The attached file AudioDevicesInUse.txt suggests that 'audacity' is stealing the hardware device from pulseaudio -- bypassing it.
If that is the issue then it's unfortunately not a bug. You need to be sure that all audio software (including audacity) is configured to use PulseAudio only, and not ALSA directly.
