there is no client.conf.d/00-disable-autospawn.conf on my computer too. And the pulseaudio usually sets "autospawn=yes" or "Restart=on-failure" in the systemd.
Maybe you could delete 00-disable-autospawn.conf temporarily and do a test, if it does not work, restore it.
