Yes the glitch-colors are random, the lasso tool is a different selection tool than the border select but the border select is indeed also affected. The problem seems to be with some sort of opengl directive that has sth to do with line-drawing and it is used by blender to draw the dashed lines of the selection borders and the panel's outline and it gets funky using the os ati driver.
