Public bug reported:
after initial enumertion it would be great if on s390x with unstable mac
addresses maas would generate a cloud-init config with matching simply
by name, without matching by or setting mac addresses and not rename
interfaces either.
This is a low priority crutch, to allow us to deploy s390x lpars with
maas.
