While the noise isn't too hard on Xenial, but in Xenial right now the only 
thing considered is the ctime of qemu.
I wonder if we should backport more of the existing code now that we are 
touching this topic anyway.

The current status is:

Xenial: qemu-ctime
Bionic: qemu-ctime, libvirt-ctime, /dev/kvm accessible, microcode
Cosmic: qemu-ctime, libvirt-ctime, /dev/kvm accessible, microcode, kernel 
version
Disco: qemu-ctime, libvirt-ctime, /dev/kvm accessible, microcode, kernel 
version, native Arch, Nesting
