Correction to the above, it turns out Xenial has the "if libvirt is changed" code just at a different place. => 0b4211f9 is in >=v1.2.16
KVM accessible got later improved (>=Disco) to be cached. But there was no request to backport it to e.g. Bionic which would have been done if important (Change by IBM).
