Correction to the above, it turns out Xenial has the "if libvirt is changed" 
code just at a different place.
=> 0b4211f9 is in >=v1.2.16


KVM accessible got later improved (>=Disco) to be cached.
But there was no request to backport it to e.g. Bionic which would have been 
done if important (Change by IBM). So maybe the importance of that caching 
isn't too big.
