Just thought I'd share my miser with the HP 1020 printer. I've suddenly started having the same issues with my HP 1020. Running MATE 19.04, with mainline 5.1.9 kernel, and HPLIP 3.19.5
I've removed and install HPLIP from scratch (multiple times), printer works fine, but after reboot I get HPLIP pop up "printer communication error" messages, and when doing dmesg, i get "device descriptor read/64, error -110" regardless of which USB port I plug into. Just today, I used the hp-firmware command as recommended in this thread, and often times that fixes the issue, until i reboot or turn printer off. I should mention that I was NOT having any printer issues while i was using 18.04.2 LTS.
