This bug was fixed in the package python-apt - 1.9.0ubuntu1

python-apt (1.9.0ubuntu1) eoan; urgency=medium

  * apt/package.py: Use SHA256 instead of MD5 for fetching checks.
    This should unbreak snapd, but should really be cleaned up more
    and use the entire HashStringList (LP: #1837926)
