Reproduction Steps:

I navigated to the software and updates screen/window
The other software tab
Clicked through my entire list of added repository's and hit remove for each 
one until none remain
Clicked close and then confirmed I would need to reload sources
The cache was updated
I proceeded to install what updates I had available
Upon completion of the upgrade, the updater tells me there is a new LTS version 
available, 18.04.2
I click on the upgrade.. button from this prompt
I confirm the release notes screen for Bionic Beaver and click upgrade
Distribution upgrade window appears and begins to work through the list of tasks
The window fades out of focus while at the step of "Setting new software 
channels 93/100"
I am then presented with a "could not determine the upgrade" stop screen
I accept the stop and the changes are seemingly rolled back

Navigating back to the software and updates screen/window I see that all
my repository's have now been restored.

So this makes me think my removal of the PPA's did not actually work?
