As sfeole mentioned that the gcp-edge kernel was not cranked.

This raise a concern for this linux-modules-extra-gcp-edge meta package.
It should not point to a package that does not exist isn't it?

We are trying to install the meta package with linux-modules-extra-gcp*
(works fine for several cycles), it's tripping this issue here as it
brings in linux-modules-extra-gcp-edge.
