Public bug reported:
On Ubuntu 18.04.2 LTS I get the following message when trying to install
libdbd-pg-perl through apt: "libdbd-pg-perl : Depends: perlapi-5.22.1
but it is not installable". This seems to be an issue with a dependency
on perapi which is virtual package provided by perl-base therefore not
installable.
