I think you're saying that Ubuntu 19.10 doesn't have the issue, but Ubuntu MATE 19.10 does? Or have I misunderstood? Assuming the above, note that they should be using exactly the same kernel. The only difference is in front end GUI and in installers. If you're seeing different behaviour, this is where I'd initially look to find the cause. I'm not sure that others will be able to make progress on this issue though, because it sounds like something very specific to your configuration and not something that a developer will be able to reproduce easily.
