Problems could be using a out-of-date mirror (have you checked your mirror is up-to-date? https://launchpad.net/ubuntu/+archivemirrors), http/https ports are not being stopped by firewall/proxy, but ports used to download software are being actively stopped thus your issue. These are support issues, and not bugs. You may be using a university/corporate internet service which restricts certain traffic etc, no details of which have been provided.
