no, the breakage was *not* caught at verification time.  It was released
and then reported by a Canonical UA customer to us.

to clarify, again, forcing autoreconf to run at build time isn't
changing anything.  autoreconf needs to run at build time to properly
create the 'configure' file from the 'configure.ac' file.  This only
makes sure autoreconf always runs.
