Lubuntu clearly comes with this package
(https://packages.ubuntu.com/eoan/lubuntu-desktop) and the ISOs wouldn't
even build if it wasn't installable. That said, this is problem not a
bug so much as it is a suppport issue.
It's unclear what steps you took or what you were trying to install that
led to this.
Also, the instructions suggest a reinstall. Did you do that?
I also note you have nearly completely used your hard drive, but that
installation that involved this package included a huge range of
packages. It's quite possible that there wasn't enough space to deal
with it.
