Public bug reported:

For a couple months now, I try to install and run Lubuntu on some 64 bit
Raspberries every now and then. I always can install and upgrade ubuntu
server 64 bit with no problem, can install and start lubuntu-desktop,
switch to German language, and run applications, until I try to reboot
Lubuntu. Then the system always hangs itself while trying to start the
desktop environment.
