Yes, so roughly speaking it works on faster machines and fails on slower
machines. (I also tested your steps on my laptop, and it worked there --
but my laptop is a t480s with nvme so that's consistent). I do have a
slower machine that I use for testing but I'm travelling and so don't
have access to it right now.

Do you think you could try one more time on a non-working machine,
remove quiet from the kernel command line, and capture the output from
"dmesg" and "journalctl" and attach them to this bug? I don't know if
it'll be useful but we might be able to see something going on.
