As we can see build IDs are different, in addition, because seccomp
compiler versions are different we are going to wait indefinitely.

I repackaged the core snap and updated /usr/bin/snap with a custom build
that has additional diagnostic messages. Due to system key mismatch the
shutdown / reboot process hangs.

Disabling reexec is one way to avoid it. I'm looking at options.
