I encountered the same problem, which puzzled me, we can add ib_iser.ko and ib_isert.ko and other required libraries to linux-modules-raspi2_18.04.1_arm64.deb, or add to linux-modules-extra -raspi2 ~ 18.04.1_arm64.deb, so that this problem can be solved well. Maybe some special circumstances need to use open-iscsi to call the printer and disk in the LAN. If it has not been resolved, I think maybe I need to cross-compile a new deb containing the open-iscsi kernel part.
