Public bug reported:

# Steps to reproduce

* Open claws-mail.

* While messages are being fetched, open network log window (Tools |
Network Log). A new window will appear and get the focus.

* Switch the focus back to the main claws window. Maximize this window.

* At this point, I would expect the network log window to be buried
behind the main window, but the network window remains on top.

* Changing the options for the network log window through the window
manager (in LXDE, Layer | Normal or Layer | Always on Bottom) does not
have any effect.

Before I upgraded to 20.04 last week, I used 18.04, and this did not happen.

Thanks
